Independent Inventors and the Aerospace Industry

All,
I have a patent in the works for a rotor system that I designed. It was presented to DARPA, who said the work outlined had merit. It was also shown to Northrop Grumman, and Lockheed Martin both of whom said it was interesting. "NG" said that it did not look as if it would not be applicable to any of their current projects. Bell Helicopters is currently reviewing it. Why is the aerospace industry so reluctant to give independent inventors a serious look with regard to licensing & selling patent rights and /or financing ?
