Is it possible to have a waterpump that can pump as high up as 200 metres at 20,000 gallons per minute without consuming more than 400kw. any ideas??

Do you mean a fountain that shoots water 200m into the air? Or do you simply mean one that pumps water through a pipe 200 m into the air? The 2nd calculation is much simpler.
