SolidWorks and Pro/Engineer are 3-D CAD programs commonly used by design firms. I use both of these programs myself where creating designs for clients.
Both of these software programs require thousands of dollars to purchase, and yearly maintenance fees. The learning curve for a mech. engineer or industrial designer to become proficient is probably a few months. If the the product you wish to design is an injection-molded plastic part with complex surfaces, it will take more time to master the software. In that case, you are probably better off hiring a professional designer.
Remember, styling as well as function sells a product. Some inventors can produce a rough prototype with limited training and experience, but fall short when attempting to design a product for production manufacturing.
