BSG. The format of the question really can be said of many of our current laws.
Wouldn't you rather everyone "want" to
cut down fewer trees, cheat less on their taxes, eat less transfat, help their neighbors, not hit their children, etc, etc, etc...
than "have" to?
This is where real innovation can step in, though. We as "creatives" can focus our efforts on ideas to improve our surroundings rather than someone else improving it for us.(i.e. washington) Just some thoughts.
