Jake, I ask for the person in charge of New Product Development or head of marketing. You are saying you are not getting any responses which would lead me to believe you may be doing something wrong. Tell us what you are currently doing when you contact a company so we can help find any issues. What is your typical approach?

Before you contact a company you need to know the answers to these questions. There are more, but this is a good start.
First, you need to know your market and not just pick a company just because you like them. What stage of development is your product? Is it just an idea, do you have a sell sheet, prototype, etc? Do you have any legal protection for your idea, provisional, Patent, NDA, etc?
When you approach the company are you calling them blind, emailing? Do you have a contact persons name in the company or just hoping they connnect you to the right person. Do you have a pitch you are using or do you just wing it when they answer the phone?
Lets start with these questions first?

I have gotten 9 products licensed spending less than $100 on each, you can too.
