an existing liquid product, to use for another application

Hey!
I have discovered a liquid product that already exists does something totally cool and completely unrelated to what its being marketed for.
I want to take this product, find out whats in it that does what I use it for, and market it as a new product. My questions are:
1) Am I allowed to do this?
2) Who am I looking for that would help me determine the ingredients that is in the current product so I can begin experimenting with different solutions? I haven't the slightest idea.
