I like the idea. I think it would give people a reason to come here.
I can see something like this:
1. Propose a question in the voting forum, to be approved as an official ISpot FAQ.
2. Optionally include the recommended forum for the question to be posted, if it gets approved.
3. Post approved FAQ as a sticky, in a format like
FAQ: Should BSG be flogged? 
4. Allow members to add their own opinion (maybe 50 words or less, depending).
5. Have the FAQ Sticky moderated to limit responses to a direct FAQ answer, and not a discussion. (Maybe one response per member per FAQ)
...and just let users do their own search on the site, with keywords [FAQ] and [keyword] and [keyword], etc.

Yeah sure, why not just make all the answers, "Ask Scrupulous."

You could even have the FAQ's line up in order of the most visited. that would make it easier for new members to sort thru all of them.

It sounds like a separate FAQ forum would do the trick. Someone would need to moderate it to make sure discussions don't occur, and so on. (I'll do it if no one else volunteers.)
If the questions can be sort by most views, then the top 10 would pretty much take care of itself.
Otherwise, the most recently responded topics (questions) would be sorted by default. And that wouldn't be so bad either.
An announcement (or sticky) could be made to post the guidelines for that particular forum. And the FAQ Forum itself could be located near the top of the Forum Index.
